Activities
I.
Name
The name
of the association shall be the St. Jude Home and School Association.
II.
Objectives
A. To acknowledge
the role of the parents as the first and foremost educators of their
children and to work in cooperation with the school administration to
ensure quality education and formation of the children.
B. To provide
a forum for free and open exchange of ideas and concerns between the
parents, teachers, and the school administration.
C.
To work in cooperation with the faculty for the welfare of the children.
D. To use
the talents of the parish community for quality education in the school.
E. To coordinate
major volunteer/fund-raising activities on behalf of the school.
III.
Membership
A. Membership
qualifications. Membership shall consist of the parents/guardians of
the children attending St. Jude Catholic School; the principal and teachers
of St. Jude Catholic School; and the pastor of the Shrine of St. Jude.
B. Privileges
of Membership.
1. To elect
officers yearly;
2. To amend the bylaws;
3. To present proposals and suggestions to the association;
4. To receive reports of the Executive Committee and other Association
Committees;
5. To vote on expenditures of Association funds.
C. Term
of Membership. Membership for parents or guardians starts on May 1 after
payment of the registration fee for the coming school year and ends
on April 30 of that school year. Officers of the Association will continue
to serve their full term regardless of further membership status.
IV. Meetings
The Association
will hold at least four regular meetings during the course of the school
year. Special meetings may be called by the Executive Committee.
V. Officers
A. Number
and Titles. The officers of the Association shall be president, vice-president,
secretary, and treasurer.
B. Nominating/Election
Procedures.
1. Nominating
Procedures. Nominations may be made either by (a) the nominating and
bylaws committee; (b) the general membership. Nominations made by the
general membership may be made to the nominating committee or be made
from the floor so long as the candidate is available to confirm that
he or she is willing to serve.
2. Election
Procedures. Nominations for the Office of President, Vice President,
Secretary, and Treasurer will be made during a general meeting of the
Membership at least 30 days in advance of voting. Election of officers
shall be held in the month of May preceding the start of the next school
year. Officers shall be elected by a majority of those members voting.
Absentee ballots will be allowed.
C. Terms
of Office. The officers shall serve for two years with the President
and Treasurer being elected in odd numbered years, and the Vice President
and Secretary being elected in even number years. Their term of office
shall begin at the close of the academic year. No member shall hold
more than one office at a time, and no member shall be eligible to serve
more than one term in the same office.
D. Duties.
Officers' duties shall be as follows:
1. President. The President shall preside at all meetings of the Association
and of its
Executive Committee, appoints the chairpersons of committees with the
approval of the Executive Committee, and performs such other duties
as are incumbent on this office. The President shall represent the Association
at appropriate Parish, inter-parish, and Archdiocesan functions.
2. Vice
President. The Vice President shall perform such duties as assigned
to this office and, in the absence of the President, perform all the
duties of the President.
3. Secretary.
The Secretary shall keep and distribute the minutes of all Association
and Executive Committee meetings, notify members of their appointment
to committees, and perform such duties as are incumbent on this office.
He/she will be an ex officio member of the Publicity Committee.
4. Treasurer.
The Treasurer shall receive all monies of the Association, disburse
funds as authorized, keep financial accounts, and produce financial
reports as the Executive Committee may require. He/she will present
a detailed budget plan for the academic year during the September meeting
of the Membership and a detailed end of year report during the May meeting
of the Membership. He/she will be an ex officio member of the Ways and
Means Committee.
E. Completing
the Term of a Vacated Officer Position
1. In the
event the President resigns before the completion of a term, the Vice
President shall become the President of the Association.
2. In the
event the Vice President, Secretary, or Treasurer resigns before the
completion of a term, or the Vice President assumes the Office of President,
the remaining Officers and the Pastor will appoint an Association Member
to complete the term of the vacated position.
VI.
Pastor
The Pastor
of the Shrine of St. Jude shall administer Archdiocesan guidelines in
reference to the School and the Home and School Association.
VII.
The Executive Committee
The Executive
Committee shall consist of the Officers of the Association, Chairpersons
of the standing committees, a faculty representative, the Principal,
and the Pastor. The Executive Committee shall have responsibility for
the Association's affairs.
VIII.
Other Committees
A. Standing
Committees. Chairpersons of the standing committees shall be
nominated by the President and appointed with the approval of a majority
of the Officers, Principal, Pastor, and faculty representative on the
Executive Committee. The standing committees and their functions shall
be:
1. Cultural
Arts. Responsible for researching and reporting on ideas to
coordinate cultural arts events.
2. Hospitality. Responsible for contacting parents
of new students, inviting them to Association meetings, and providing
for preparations for the Association's regular meetings and other special
events.
3. Nominating and Bylaws. Responsible for nominating
slates of candidates for elected officers and committee chairpersons.
Responsible for maintaining the bylaws and coordinating proposals to
amend the bylaws.
4. Publicity. Responsible for all publicity including
the Association Newsletter, advertisements for special events and fundraising
activities and communications with other organizations concerned with
Association business.
5. Ways and Means. Recommends and coordinates fund-raising
activities of the Association. Coordinates proposals for disbursement
of funds for school programs.
6. Election Committee. Responsible for developing election
procedures and conducting the election of officers. No officer or candidate
for office may serve on this committee. There will be at least 3 persons
from the Membership of the Association on this committee.
B. Special
Committees. Special committees created by the President as
the need arises. All special committees shall have a duration of no
more than one year.
IX.
Quorum
For committee
meetings, a quorum shall be constituted whenever a majority of the committee
members are present. For general membership meetings, a quorum shall
be constituted whenever a majority of the Executive Committee is present
plus at least 10 other persons from the Membership of the Association.
X. Amendment of Bylaws
These bylaws
may be amended at a special meeting called for that purpose. The proposed
amendment must be submitted in writing at a regular meeting at least
one month prior to the special meeting and so announced to the entire
Membership. A two-thirds vote of the members present at the special
meeting is required for amendment.
XI.
Parliamentary Authority
To
govern processes and relationships within the Association in case not
provided for in these bylaws, Robert's Rules of Order shall be used.
